但凡申请过永久居民签证的朋友都会有这样一种体会，经过精心地准备、漫长地、甚至是曲折的、痛苦地等待，终于永居签证批下来了，那个时刻的心情是多么得激动、愉快及欣喜。特别是申请过程中一直担惊、害怕的一批人，收到永居签证批准通知，更是快乐、轻松得无法用言语来形容。

许多人可能会认为，这下签证总算是拿到了，移民局一定会“刀枪入库，马放南山”，批也就批了，一切都成为了历史，不用再担惊受怕了。是这样的吗？越来越多的案例反馈回来，移民局正在不断地杀“回马枪”， 对审理完结的案子，抽出来进行审计或复核。因此，很多案件中，申请人已拿到永居多年，都有可能被移民局复审，把一些问题揪出来，让其已获得的永居签证“得而复失”。

下面我们来看三个典型的例子，让读者朋友理解，移民局是如何杀“回马枪”的。

 案件一：

这个案子，用我们现在流行的一句话说，真有点“狗血”。一位越南女申请人，于2013年12月26日被移民局邀请，进而提交了189独立技术移民。申请人的提名职业是“医学放射诊断师”（Medical Diagnostic Radiographer）,申请人出示的英语雅思成绩证明有达到四个8分的水平 — Superior（超级水平）。189签证于四天后，2013年12月30日获得批准。但2015年，移民局对申请人的“技术评估”及“雅思成绩证明”两样证明进行了审计，结果发现，两样证明，不光是假，而且从来就不存在。也就是说，两样东西的结果完全是该越南女瞎编的。居然有这样的事情发生在移民局，并让此人拿到永居签证，是不是也真够“狗血”。

On 7 May 2015, the Australian Institute of Radiographer advised the department that they had no record of the applicant’s skills assessment, that they had no record of the reference number she provided in the application, and no record of her name in the database.

The Department undertook checks with the IELTS Test Report Form Verification Service which revealed that there is no record of the applicant undertaking an IELTS English test. The service was unable to locate any record of the reference number which the applicant in the application for the visa and there was no record of her name in the database.

移民局于2015年6月16日，决定取消该越南女的189签证，该女士才主动承认，她完全知道自己不够条件。

“I admit that at the time I applied for my current visa I was assisted by a child’s father, Phong. I had very little knowledge of Australian migration law. I admit that I did not know the legal requirements of subclass 189 Skilled (Independent) visa at the time I lodged my application. I concede that upon knowing the requirements of the subclass 189 skilled (Independent) visa I understand that I have not met the requirements of the visa”

最终，移民局取消了该女子的签证。但该女子后来又上诉到AAT。出人意料的是，该女子利用其持189签证来澳洲生活后，与一位有11个月大孩子的澳籍西男发生关系。如果被取消签证、强制其离开澳洲，恐怕会对幼子产生不利影响，进而违反《联合国人权公约》为由，最终，保住了她的189签证未被取消。

但通过以上例子可以看出，拿到了永居并不等于万事大吉，移民局正不断地杀“回马枪”。如果隐藏的问题被揪出来，签证持有人的永居居签证同样可能“得而复失”。

案件二：

以下这个案子，申请人说：她于2012年2月9日参加了雅思考试，取得了总分7分的成绩。2013年10月10日，拿到了187偏远地区永居签证。时隔三年，2015年9月10日，移民局审计发现，雅思考试成绩单上的照片与网上的验证服务出来的结果不符。经与雅思考试机构核实，发现申请人2012年2月9日的考试是找人替考的。

The applicant provided the Department with an IELTS test result form indicating that she sat for the test on 9 February 2012 and achieved an overall band score of 7.0.  The photograph on the test result form differed from the photograph on the online verification service.  IELTS advised the Department that the photographs are taken on the test day and should be identical, and any discrepancy suggested the test results form had been tampered with and that another person sat the test in the applicant’s place.

2015年12月10日，该女士的187永居签证被取消；2015年12月15日该女士提请AAT复审。AAT一针见血地指出： “该申请人嘴硬，说考试当天没有拍照，这正好与雅思考试当天对所有考生进行拍照的做法矛盾。就此一点，说明该申请人连点基本考试常识都没有，正好印证了她没有参加考试，而是由冒名顶替者替考的”。

The applicant’s claim that no photograph was taken on the test day, which is contrary to the practice by IELTS of taking photographs of candidates on the test day, suggests a lack of firsthand knowledge by her which is consistent with the applicant not having attended the IELTS test.

这位女士最终可没有上面那位越南女那样幸运，尽管她也拿她的孩子来说事，最终，AAT复审的结果，还是维持取消她全家永居签证的决定。

看看，又一起移民局杀“回马枪”，对审理完结的案子，抽出来进行审计或复核，最终发现，雅思考试成绩做假，取消签证持有人的永居签证的例证。

案件三：

运通移民最近也收到了一个案子，签证持有人于2015年9月拿到了187偏远地区永居签证。但移民局在最近一次的审计中发现，该签证持有人提交的2013年5月18日雅思成绩报告不真实。英国驻北京文化处发现：他2013年5月18日这次考试使用了“替身”。于是，2017年1月，移民局发来通知信，打算取消申请人于2015年9月取得的187永居签证。

以上一桩桩、一件件的案例，都说明：移民局不是许多人想象的 ，永居签证批完后，就万事大吉，“刀枪入库，马放南山”。移民局正不断地对审理完结的案子，抽出来进行审计或复核，特别是申请人的英语考试成绩这一块，是移民局的审计重点。许许多多被审计后取消签证的案件，都与英语考试成绩造假有关。
