澳洲SVP学生签证详解

自2012年3月24日起，澳洲正式实施学生签证审核新办法 Streamlined Visa Processing（简称SVP）。SVP可以解释为“简化签证审理计划”，旨在简化学生签证流程、加速签证审理。

SVP政策只针对申请澳大利亚高等教育：即573签证类别的学生， 包括本科以及本科打包课程、授课型硕士以及硕士打包课程。SVP不接受单独的Associate Degree副学位、Graduate Diploma研究 生文凭、Graduate Certificate研究生证书、Diploma and Advanced Diploma文凭和高级文凭。如果学生只申请、并注册了这类非学位课程，则不能通过SVP申请签证，只能按照普通的签证政策受理。

澳洲移民局公布的参与SVP政策的院校中，澳洲39所大学均在列。需要注意的是，在SVP新政下，申请澳洲的某所大学的本科或者硕士学位课程，若要配语言或桥梁课程，必须选择该大学在移民局清单上指定的合作院校。若申请院校不在SVP的清单上，则仍然按照中国学生的风险等级 Assessment Level 3，即三级来审核。

如果学生申请的院校在上述清单中，申请签证时不看国籍，统一下调至移民局规定的最低风险：学生申请参与SVP的院校，其签证申请可以视作类似于Assessment Level 1学生签证风险评估等级一级，也就是最低风险等级来审核，签证流程更方便，签证材料更简单，签证周期更短。

在递交签证时，符合相关条件的学生签证申请人，只需提供一份经济担保声明书，声明自己或经济担保人有足够资金来支付申请人在澳期间的学费、生活费和旅行费用等即可。除非签证官有要求，否则申请人无需提供任何经济担保证明材料。

SVP新政的实施，意味着申请高等教育类别的学生签证，将无须提供大量的文书资料做证明，加快了签证审理的速度。而且，移民局还取消了担保金的规定，学生只需要在接受大学录取通知时，签署资金能力证明，并宣誓即可。

需要注意的是，这并不意味着移民局放松了对学生资金、语言能力的要求，而是移民局把这部分审核转移给学校，由学生申请的学校与学校认可的留学服务机构，一起来审核学生的资金和语言是否符合赴澳就读的要求。

参与SVP的学校将公布各自的“国际学生财务声明表”，在学生正式接受该校录取通知书之前填写，作为学校审核学生资金状况的依据，并以此判断是否向学生发放注册确认函。而学校认可的留学代理机构，也需要帮助学校收集学生的财务相关信息，填写留学代理机构评估声明，以帮助学校做出判断。这些信息，在最新公布的 573学生签证SVP申请材料清单中，也得以明确体现。
